Indexed REC RFP – ANNOUNCEMENT: Request for Information on REC Rollover and Redistribution Methodology for Indexed REC Procurements
Under the 2026 Long-Term Plan (“the Plan”), the Illinois Power Agency (“the Agency”) is scheduled to conduct four competitive procurement events for utility-scale renewable energy credits (RECs) across calendar years 2026 and 2027, one event each as follows: Summer 2026 (completed in June 2026), Fall 2026, Summer 2027, and Fall 2027.
In addition to the procurement quantities specified in the Plan, two mechanisms for reallocating unfulfilled REC quantities may be used by the IPA to maximize the number of RECs procured in each procurement event: (1) rolling over unfulfilled REC procurement quantities from a given technology to the same technology in subsequent procurement events; and (2) reallocating unfulfilled REC procurement quantities from under-subscribed technolog(ies) to over-subscribed technolog(ies) in the same procurement event. These two mechanisms are further described in the Plan and in the Request for Information linked below.
On August 14, 2026, the Procurement Administrator posted to the procurement website a Request for Information seeking feedback on these two reallocation mechanisms. The Agency invites all interested parties to submit comments on the use of these mechanisms to reallocate unfulfilled REC quantities in advance of the Fall 2026 Indexed REC RFP. Commenters may also respond directly to the questions specified in the Request for Information. The deadline to provide comments is September 4, 2026, and comments should be sent to Illinois-RFP@nera.com. The comment process is explained in the Request for Information posted here.
